Josée Touchette is an international governance leader focused on the intersection of strategy and execution.
After nine years as Executive Director (COO) of the OECD, she brings a practitioner’s perspective on delivering results in complex, member-driven organisations where authority is diffuse, and expectations are high. Her work has centered on strengthening resilience, accountability and disciplined execution in environments defined by uncertainty.
She speaks about leadership as a practice: decision-making under pressure, risk as a matter of judgement, and governance as a tool for clarity rather than control. In a brittle, anxious, non-linear and incomprehensible (“BANI”) world, she argues, the differentiator is the ability to decide, prioritise and act despite incomplete information. Her perspective is grounded also in three decades in the government of Canada, fourteen of which in senior leadership roles.
Josée is a lawyer, a Chartered Professional Accountant, holds an MBA, and is a certified corporate director (ICD.D).
